It is often argued that access to clean water is a fundamental human right. Therefore, everyone should have access to clean water free of charge at home. I partly agree with this view because water is essential for public health and ensures equal access. However, providing clean water free of charge may encourage wasteful water consumption and increase the financial burden on the government. Providing free access to clean water can greatly improve public health, and it also ensures that everyone has equal access to this essential resource. For these reasons, clean water should be provided free of charge because it reduces the spread of waterborne diseases and is particularly beneficial for low-income families. For example, people can use clean water for drinking, cooking, and maintaining personal hygiene. Therefore, this policy can improve people's quality of life. As a result, governments may spend less on treating preventable diseases, allowing public funds to be invested in other essential services. On the other hand, providing clean water free of charge may lead to wasteful water consumption and place a financial burden on the government. Firstly, excessive water consumption significantly affects water resources and can lead to lower water levels, especially in dry regions. Secondly, governments must build and maintain water infrastructure, including pipelines and water meters, which results in higher public spending. Therefore, charging a reasonable fee for water encourages people to use it responsibly while also helping cover the costs of supplying clean water, provided that the price remains affordable. In conclusion, I believe that access to clean water is a basic necessity and should be available to everyone. However, making it completely free may encourage unnecessary water consumption and increase government expenditure. Therefore, providing affordable rather than entirely free access to clean water is the most practical solution, as it protects public health while promoting responsible water use and sustainable management of water resources.

There is an ongoing debate about whether citizens should have free access to a source of clean water. While this approach offers clear advantages, such as improving public health and reducing financial strain on low-income families, it also has potential drawbacks, including wasteful consumption and significant costs for governments. While I acknowledge the merits of this perspective, I must admit that I only partially support this view. On the positive side, providing free access to clean water would have a significant impact on public health, particularly in underprivileged communities. When individuals cannot afford safe drinking water, they often consume contaminated sources, which significantly increases the risk of waterborne diseases such as cholera and typhoid. Additionally, by removing financial barriers, governments could not only save countless lives but also reduce the immense pressure on healthcare systems. What is more, healthier populations tend to be more productive, which ultimately benefits the economy as a whole. On the negative side, offering water free of charge could lead to wasteful consumption and put a financial burden on governments. When water is considered as a free commodity, households may lack the motivation to conserve it, leading to excessive usage and unnecessary wastage. Furthermore, the costs of treating, distributing, and maintaining water infrastructure are substantial, and governments may struggle to bear these expenses, especially in developing economies. If such a policy were implemented without careful planning, it could divert funds from other critical sectors such as education or healthcare. In conclusion, while the availability of clean water at no cost can boost public health and mitigate household expenses, it may also exacerbate waste and impose heavy costs on Staes. Hence, adopting a balanced policy is essential to strike a balance between ensuring universal access to water and preventing overconsumption.
