For example, if governments make special rule on food producing, then it should be possible to reduce the amount of sugar in foods. On the other hand, if autuorities monitor the food manufactors, then there will be no need for increasing the prices to reduce the sugar consumption. For instance, in many European countries some special rule are existed to control this problem.
In conclusion, there are some ways to overcome this problem.
